Section 196 of the Israeli Penal Code stipulates that “the writer, painter, or engraver on the property of another – shall be liable to imprisonment for one year.” …. So why is there so much graffiti and murals in the city ? Why do public authorities turn a blind eye and even encourage paintings? Are there cases where the law is simply a recommendation? To answer these (and other) questions, members of the Planning Policy Lab and Dr. Nir Mualam conducted an instructive tour of murals earlier this week. Guiding this tour, Arch. Eynat Mendelson Shwartz, who is currently completing a doctoral dissertation on the topic. .
