Section 196 of the Israeli Penal Code stipulates that “the writer, painter, or engraver on the property of another – shall be liable to imprisonment for one year.” …. So why is there so much graffiti and murals in the city ? Why do public authorities turn a blind eye and even encourage paintings? Are there cases where the law is simply a recommendation? To answer these (and other) questions, members of the Planning Policy Lab and Dr. Nir Mualam conducted an instructive tour of murals earlier this week. Guiding this tour, Arch.
