“The benevolent Leftovers”

The Benevolent Leftovers project explores the phenomenon of urban “leftovers”—lands designated for public use in urban master plans that have not been fully utilized—and how these spaces can contribute to public systems in Arab cities in Israel. The project uses the city of Tayibe, located in the Triangle region, as a case study. 

The study categorizes these “leftovers” into three groups based on their location within different rings of the city. Each group has distinct characteristics and potential contributions to Tayibe’s urban fabric. In the first ring, the “leftovers” have the potential to create a tourist attraction in the city center. In the second ring, they can meet the community’s daily public needs. In the third ring, the “leftovers” highlight the disconnect between the proposed plans and the reality of the city’s spatial layout, suggesting the need for a reorganization of these areas. 

The research also defines these “leftovers” as a spatial manifestation of the tension between formal and informal planning. They reflect both the limitations of current planning approaches in Arab areas and the local community’s often problematic relationship with public space. At the same time, these “leftovers” present a unique opportunity for revitalizing Arab public spaces. 

The project proposes a new urban planning strategy that grows organically from an understanding of the existing space. This strategy operates on three levels: urban, regional, and local. On the urban level, Tayibe is divided into three areas (or rings), each with distinct urban characteristics that offer opportunities for different regeneration mechanisms. On the regional level, the strategy suggests a phased approach to regeneration, beginning within the “leftovers” and gradually expanding to surrounding areas. Locally, each “leftover” will be developed according to its specific features and environment. This phase will foster community discussions, raise awareness about public spaces, and serve as a catalyst for regeneration in new areas.
