In recent years, civil society organizations have played an increasing role in shaping spatial development. The study explores how Spatial Development Intermediary Organizations (SDIOs) perceive their effectiveness in advocating for policy change, based on three perspectives: internal (the organizations themselves) and external (governmental and community representative).
The research is based on a qualitative analysis of in-depth interviews with SDIO leaders and their partners in government and community. Findings reveal a multilayered perception of effectiveness, combining “rigid” outcomes such as changes in regulations and budgets, with “soft” impacts like partnerships, discourse shifts, and trust-building.
SDIOs operate within a neoliberal economic order that values measurable outputs and return on investment, shaping how they define success.
The study proposes a framework for understanding advocacy effectiveness as a negotiated construct under neoliberal conditions
