Cities are increasingly developing adaptation policies to address the impacts of climate change. This study examines whether adaptation policies and practices are distributed equitably across urban areas, and how they affect racial, ethnic, low-income, and other marginalized communities. It combines conceptual analysis with ethnographic research in two socio-economically different neighborhoods in New York City. The conceptual analysis identifies and categorizes adaptation practices through the lens of social justice, while the ethnographic research explores how adaptation policies are implemented and perceived by local communities. The study finds that New York City’s adaptation policy has increasingly adopted the language of justice, yet significant gaps remain between affluent and disadvantaged neighborhoods. Theoretically, the article develops a Conceptual Framework for Just-Oriented Adaptation Policies, offering a tool for assessing the relationship between climate adaptation, urban inequality, and social justice.
