The study examines the housing distress in Arab-Druze localities in Israel, a central and pressing issue that has not yet received in-depth research.
The purpose of the study is to identify the main factors exacerbating the distress, to examine governmental planning and construction policies, and to understand residents’ attitudes towards the problem and possible solutions.
The study is based on an analysis of statutory plans and questionnaires among residents of Beit Jann, which was chosen as a case study due to its unique planning and social characteristics.
The study findings indicate a severe shortage of available land for construction, environmental restrictions on jurisdictional areas, and a planning policy perceived as discriminatory.
A feeling of distrust towards state institutions also emerged. The study’s conclusions emphasize the need for a comprehensive policy change that includes expanding jurisdictional areas, regulating land rights, and adapting master plans to the needs of the Arab-Druze society.
